TASK NAME: 2015 North Central Texas Council of Government (NCTCOG) Digital Orthoimagery Project The North Central Texas Council of Governments (NCTCOG) program is a five year contract to perform Photogrammetric, Surveying, and GIS services. Woolpert is providing orthoimagery, LiDAR, and contour services for the 2015 project, the third year of this contract. The NCTCOG region includes 16 counties consisting of Dallas, Tarrant, Collin, Denton, Rockwall, Kaufman, Wise, Johnson, Hood, Erath, Hunt, Navarro, Ellis, Somervell, Palo Pinto, and Parker, which cover approximately 12,800 square miles. Products produced in 2015 were 4-band orthophotos with a 0.25-foot ground sample distance (GSD). Microsoft UltraCAM Eagle was used with 100mm lens in non-restricted airspace and 210mm lens in restricted airspace.
Purpose:
NCTCOG’s goal is to develop and/or update certain geospatial data sets for use by local government agencies, other levels of government, academia, and the general public. Data from this project forms the foundation of the base map, and were developed primarily to support multi-use applications, including homeland security, emergency management, economic development, and the business of government.

The NCTCOG Orthoimagery Project was flown from January 24, 2015 through February 07, 2015 at a minimum resolution of 3-inch. This task order covering approximately +/- 439 square miles. The imagery for this task order was acquired using the Microsoft UltraCAM Eagle capable of collecting 4-band imagery. All airborne GNSS and IMU data was post-processed and quality controlled using Grafnav Waypoint software and Applanix POSPac 5.4 software. GNSS data was processed at a 1 or 2 Hz data capture rate and IMU data was processed at 200 Hz. The data collected by Woolpert’s team was processed and quality controlled immediately.

Images were orthorectified to remove distortions caused by changes in the elevation of the terrain. The orthorectification process used an exponential interpolation method and a ground elevation sampling interval of sixteen pixels from DEM surfaces that were reprojected and translated to the desired format for the process. All orthorectified images were clipped to provide the most nadir areas with sufficient overlap for quality mosaicking. The exception was areas of true orthorectification and large highway interchanges in which full frame rectification was used. Intergraph Imagestation OrthoPro was the software used for the orthorectification. Images were color balanced and color corrected individually to ensure color consistency between flight lines, times of day, and dates of capture. Images were mosaiced into large aggregate tiles. Automatic seamlines using the feature detection method and shapefiles of building outlines were used to combine the most nadir components of individual images. Aggregate tiles were again tonally balanced and color corrected with the entire project in view. A second global color adjustment was performed to minimize color changes across images and checked for consistency of color balance across the entire project area. Project deliverable tiles were cut from the mosaic and formatted for delivery. Trimble OrthoVista, Seam Editor, GeoMedia Pro was the software used to perform these steps.
